Seat: The Jade Emperor’s Palace, Heaven.
Working description: A hierarchy of gods, spirits, and appointed immortals whose authority is exercised through mandate, office, ritual, and precedent.

• Attested (High): The Court presents itself as Heaven’s administrative center and claims jurisdiction over a vast range of celestial and mortal affairs.
• Recorded (High): Petitions pass through named offices, intermediaries, seals, and witnesses. Rank determines who may hear a request and whose authorization can alter the mortal world.
• Inference (Medium): The Court’s continuity depends upon its records. An edict survives the official who issued it because the office, ledger, and precedent remain.

Mandate and Office

The Court treats the cosmos as an administered order. Divine power carries weight, but sanctioned office determines where that power may be used and whose command it answers. Titles confer jurisdiction. Seals authenticate action. Precedent binds current officials to decisions made long before their appointment.

Disputes enter the record as hearings. Favors become appointments or dispensations. Miracles are authorized interventions with a chain of responsibility leading back through the Court. Promotion expands an immortal’s reach; demotion can strip away authority without diminishing the being’s inherent strength.

Petition and Intervention

Access to the Court is mediated. A petitioner needs a recognized channel, a properly framed request, and someone within the hierarchy willing to place the matter before the correct office. Missing witnesses, disputed jurisdiction, or an obsolete form can halt a petition before its merits are considered.

This structure allows the Court to coordinate countless lesser powers without constant open conflict. It also permits delay to masquerade as deliberation and policy to overrule mercy. A perfectly applied rule can become its own cruelty when no official accepts responsibility for an exception.

The Weight of Record

Edicts circulate. Ledgers accumulate. Promotions, censures, celestial appointments, and eclipses are entered with comparable care. Once recorded, a ruling gains force through repetition: later offices cite it, rites encode it, and petitioners shape new claims around it.

Changing the world through the Jade Court therefore requires patience, standing, and the right signature. A hero may defeat a spirit in battle and still fail to overturn the office that sent it.
